The backhoe is driven by a PTO mounted hyd pump. The PTO drives a planetary gear box on which the hydraulic pump is mounted. The planetary gear box has failed.

The Sherman backhoes were actually designed and built by Wain Roy. Sherman was the distributor and put their name on them. Below is a couple pages from the book "Wain-Roy and the Invention of the Backhoe" By Lee A. Horton and David C. Willens. It lists the differences between the 54b and 54c.
